Here is the statement from the Sovereignty Movement at the JNS Policy Conference held in Jerusalem, summarizing the core principles of the sovereignty vision in just a few minutes.
The Sovereignty Movement thanks JNS for the platform granted to us at this important and impressive conference, which projected a strong Zionist, national, and Jewish voice to the world. We are confident that every such event has a significant impact.
We would be glad to continue in full cooperation. Wishing JNS success for the sake of our people and our land.
We were invited to speak in two sessions.
Below are the remarks we made in the first panel, in which we participated together with Knesset Member Ohad Tal, the Head of the Yesha Council and Binyamin Council Israel Gantz, ZOA President Mort Klein, PMW Director Itamar Marcus, Dr. Gadi Taub, journalist Khaled Abu Toameh, AFJS Chairman Yigal Dilmoni, David Weinberg senior fellow at the Misgav Institute, and moderated by JNS Middle Eastern Correspondent Josh Hasten.

The vision of Sovereignty
Ladies and gentlemen Shalom,
Thank you to JNS for organizing this important conference.
I speak today not only in my name, but also on behalf of my co-chair, Yehudit Katsover, who had the insight to say already in 2011: settlement is not enough. Saying "No to a Palestinian State" is not enough. What is our Yes? The Right needs to present a plan. To protect Israel’s future, we need sovereignty. The credit for founding and leading the Sovereignty Movement goes to Yehudit.
As long as Israel refrains from applying sovereignty over Judea, Samaria, Gaza, and the Jordan Valley, we send a dangerous message—of hesitation and doubt. It gives our enemies hope that these areas might still be handed over G-d forbid—and that hope fuels Arab terror. Sovereignty will finally end that illusion and bring clarity and strength.
Israel has both the right and the duty to apply sovereignty. Judea and Samaria are not just geography—they are our identity. They are our G-d given Biblical Heartland, the cradle of Jewish civilization and central to our biblical, historical, and legal heritage. Under international law—through the League of Nations and San Remo resolutions—the Jewish people were granted the right to settle and govern these lands.
When Israel applies sovereignty, it will finally declare: We are not occupiers—we are home.
As to the Arab question – what will happen to the Arabs living there after Israel applies its sovereignty? October 7th was a watershed moment. The massacre of 1,200 Israelis by Hamas, and the widespread support it received from Arabs in Gaza, Judea, and Samaria, proved beyond any doubt: we cannot live under illusions. Granting citizenship or residency to populations that glorify terror is national suicide.
President Trump’s relocation plan offers a clear direction: those who reject Jewish sovereignty should be relocated. If Arab and other states are so concerned, let them open their doors. For the Arab minority who did not support the massacre and accept Israel as the nation-state of the Jewish people—we will consider conditional residency, based on proven loyalty.
This is how we will preserve Israel’s Jewish and democratic character: a strong Jewish majority, with a small, loyal non-Jewish minority.
Applying sovereignty will bring stability not only to Israel, but to the entire region. A strong, clear, confident Israel is respected and will become a role model for other western countries whose sovereignty is under threat.
Thus, Let us be absolutely clear: Israel cannot and will never allow a Palestinian state—not only because its very purpose is the destruction of Israel but because this is not their land-it is only OUR land! Arab states seeking agreements with Israel must internalize this and stop pushing a two-state solution. They must respect our right to sovereignty.
As Energy Minister Eli Cohen said: If I must choose between peace with Saudi Arabia or sovereignty—I choose sovereignty.
And let’s remember—sovereignty enjoys majority support among the Israeli public and in the Knesset.
So- the time has come: From the river to the sea, Israeli sovereignty – Strength, security and our Biblical Right to a bright Jewish future in One Jewish state- for the benefit of the entire world.
